Investors lack interest in West Sumatra, governor says

Padang, (ANTARA News) - West Sumatra Governor Gamawan Fauzi said local as well as foreign investors appeared to be lacking in interest in investment in the province.

Investors appeared to be more interested in neighboring Riau, North Sumatra and Jambi provinces, Gamawan said in the Draft Long-term Regional Development Plan of West Sumatra in Padang on Tuesday.

He also said that of the total foreign and local investment in Sumatra, West Sumatra`s share only reached 1.9 percent.

He attributed the lack of interest to three factors, namely to the lack of resource endowments), relatively sluggish economic developments and lack of technological mastery. Another important cause was the lack of understanding of the population on the benefits of foreign investment to regional development, he added.(*)

Pln`s tariff hike plan threatening hundreds of W Java textile factories

Bandung, (ANTARA News) - At least 800 textile factories in West Java will go bankrupt if state electricity company PLN carries out its plan to raise its power supply rates for industries by more than 30 percent, an industry spokesman said.

The PLN`s plan allegedly devised to save industries from rotational blackouts, would have the immediate effect of liquidating national textile industries, including those in West Java, Ade Sudradjat, chairman of the West Java chapter of the Indonesian Textile Industries Asociation (API), said here Tuesday.

“If the tariff raise is implemented, it will mean the end of national textile industries because their expenditures will then exceed their income. And after they have collapsed, it will be difficult for them to rise again,” Sudradjat said.

Although the tariff increase would only apply to industries, the policy would ultimately also affect the people as the collapse of the industries would also mean the laying off of tens or even hundreds of thousands of workers, he said.

Therefore, Sudradjat strongly urged the government to reconsider the PLN tariff hike plan. “The government should make comparisons with other countries in the same economic conditions as Indonesia, not with advanced countries like Germany or the USA,” he said. (*)

Vettel Memimpin, Kru BMW Kesetrum

Jerez - Sebastian Vettel memimpin ujicoba hari pertama di Sirkuit Jerez, Selasa (22/7/2008) waktu setempat. Nasib malang dialami seorang mekanik BMW yang kena setrum F1.08 milik Christian Klien.

Melahap Sirkuit Jerez sebanyak 94 lap, Vettel menjadi pembalap tercepat setelah membukukan waktu satu menit 19,844 detik. Driver Toro Rosso itu mengungguli test driver McLaren Mercedes, Garry Paffett, dan pembalap ketiga Ferrari, Luca Badoer, yang menempati posisi dua dan tiga.

Tak seluruh tim menjalani ujicoba hari pertama ini dengan sukses. BMW Sauber justru mengalami musibah setelah salah seorang krunya kena sengatan setrum saat menyentuh F1.08 yang dikendarai Christian Klien.

Diberitakan Eurosport, inisden tersebut terjadi saat Klien kembali ke pit setelah melakukan installation lap. Saat itulah mekanik malang tersebut menyentuh body mobil dan tiba-tiba terjatuh akibat tersengat listrik.

Beruntung buatnya, sengatan listrik itu tak terlalu besar. Alhasil tak ada cedera serius yang dia alami. “Hanya cedera ringan pada tangan kiri dan lengannya mengalami lecet,” demikian pernyataan resmi BMW.

Akibat kejadian tersebut BMW membatalkan seluruh ujicoba, padahal Klien baru memutari Jerez sebanyak tiga kali.

Kinetic Energy Recovery Systems atau KERS disinyalir kuat menjadi penyebab kejadian tersebut. Insiden tersebut menyulut mereka menunda penggunaan piranti yang berfungsi mengolah dan menyimpan energi kinetik yang dilepaskan saat mobil bergerak dan mengubahnya kembali energi listrik itu.

Dilaporkan ke Polisi, Craig Berlindung pada BP2OPI

Soeryo Goeritno yang merupakan promotor laga tersebut melaporkan Craig ke Mabes Polri, Selasa (22/7/2008) pagi WIB. Sebagaimana diungkapkan Kabid Hukum Badan Pengawas Pengendalian Olahraga Profesional Indonesia (BP2OPI), Haryo Yuniarto, ada tiga tuduhan yang dilaporkan Soeryo pada manajer Chris John itu.

Tahu dirinya dilaporkan ke polisi, Craig tidak dia saja. Pria asal Australia itu lantas meminta perlindungan pada BP2OPI.

“Craig sudah meminta perlindungan hukum terkait adanya laporan di Mabes Polri tadi pagi (22/07/2008) dari promotornya, dengan tiga tuduhan yakni pencemaran nama baik, pengrusakan tas, dan pembatalan kontrak secara sepihak,” ujarnya.

Laga Chris John vs Asiku yang rencananya akan dihelat akhir pekan nanti hingga kini belum jelas kelangsungannya. Belum adanya kesepakatan soal pembayaran menjadi ganjalan utama yang bahkan mengancam upaya ke-10 Chris John mempertahankan gelarnya.

Tak mau masalah ini berlarut-larut yang bisa berujung batalnya pertarungan, BP2OPI, Craig, dan Mennegpora akan melakukan pertemuan Rabu (23/07/2008) besok.

“Saya akan bertemu dengan menteri olahraga besok (23/07/2008). Ini persoalan besar dalam dunia tinju Indonesia,” tegas Craig pada wartawan Selasa (22/07/2008).

“Pelaksanaan tidak sesuai dengan kontrak. No bank guarantee. Ini bukan soal uang, tapi kujujuran untuk mematuhi aturan,” tandasnya. ( din / roz )

ADB: Indonesian economy growing by 6 pct this year

Jakarta (ANTARA News) - The Asian Development Bank (ADB) predicted that Indonesia`s economic growth in 2008 would reach 6 percent, and increase to 6.2 percent in 2009, so that is regarded successful in maintaining its economic growth momentum above 6 percent.

The ADB in its six-month study carried in the Asia Economic Monitor, said on Tuesday Indonesia`s economic growth rate has been slightly obstructed by its export growth slightly affected by a decline in demands from the global economy, but the preserved domestic consumption while the strong investment flow will maintain the growth rate, besides an encouragement from several facilities on the fiscal policy side.

The ADB has estimated that the inflation rate in Indonesia in 2008 may reach around 10.1 percent, and 7.8 percent in 2009, which means a slight better than Vietnam whose inflation rate reached 19.4 percent in 2008, and 10.2 percent in 2009.

“The push to the inflation is still caused by the high prices of oil and other world commodities, but unfortunately there were still no sign the prices will drop,” the report said.

The ADB also predicted that capital would still be flooding Indonesia and other countries in East Asia in 2008 as the result of economic prospects and the interest margin with the United States. “Although the increasing pressure of the inflation may make the government to allow the rapid strengthening of the rupiah, the current balance surplus and capital balance will raise the foreign exchange reserves of the countries in the region,” he said.

Globally, the ADB estimated that economic growth in China in 2008 will reach 9.9 percent, which is two percent slower than last year`s, and likewise, the Japanese economy has been predicted to grow by 1.5 percent in 2008, or slower than 2.9 percent in 2007. Meanwhile the American economy will grow by 1.5 percent this year, 6 percent faster than in 2007, and the economy in Europe will grow 1.8 percent in 2008, faster than the 1.4 percent in 2007.(*)

Govt sets economic growth of 6.2 pct for 2009

Jakarta (ANTARA News) - The government has set an assumed economic growth rate of 6.2 percent in the 2009 draft state budget (RAPBN) and hoped it could maintain the momentum of domestic economic growth amidst the looming global economic slowdown.

Speaking to the press after a plenary cabinet session at the State Secretariat here on Tuesday, acting Coordinating Minister for Economic Affairs Sri Mulyani said the macro assumptions adopted in the draft stafe budget were based on domestic and global economic situations.

“The assumptions which lay the basis for the drafting of the 2009 state budget are the inflation rate which is projected at 6.5 percent, interest on short-term promissory notes (SBI) for three-month deposits at 8.5 percent and the rupiah`s stable exchange rate against the dollar at Rp9,100,” she said in a press conference following the cabinet session.

She said the assumed oil price was set at US$140 a barrel, well above US$95-120 a barrel as recommended by the House of Representatives (DPR).

Oil production was projected to reach 950,000 barrels per day, or the same as the ceiling recommended by the House with fuel oil consumption estimated at 38.9 million kiloliters, well above 35.5 million kiloliters quoted in the revised 2008 state budget, she said.

Gasoline consumption was estimated at 20.4 million kiloliters compared with 17 million kiloliters in the revised 2008 state budget, she said.

“Diesel oil consumption is expected to increase to 12.6 million kiloliters from 11 million kiloliters in the revised 2008 state budget,” she said.

However, kerosene consumption was projected to fall to 5.8 million kiloliters owing to the kerosene-to-gas conversion program expected to slash kerosense consumption by 4 million kiloliters, she said.

“Based on the macro assumptions, the country`s gross domestic product (GDP) next year is projected to increase to Rp5,295 trillion from Rp4,484 trillion in the revised 2008 state budget,” she said.

Given the macro assumptions, the 2009 state budget would suffer a deficit of 1.5 percent of the GDP, or an equivalent of Rp78.8 trillion, she said.

The government has projected state receipts and expenditures next year at Rp1,158 trillion and Rp1,237 trillion respectively.

She said oil subsidy in 2009 was projected at Rp203.7 trillion and electricity subsidy at Rp84 trillion.

Lorenzo Tambah Satu Tulang Patah

Barcelona - Cedera Jorge Lorenzo tampaknya lebih parah dari dugaan. Dengan tambahan satu tulang patah, dari semula dua, kaki kirinya harus digips selama sepuluh hari ke depan.

Tak lama selepas start di Laguna Seca, Senin (21/7/2008) dinihari WIB, Lorenzo sudah tersungkur. Dia terlempar dari motornya dan terpelanting sebelum terhempas di gravel.

Semula, diindikasikan kalau pembalap Yamaha itu mendapat patah tulang di bagian metatarsal ketiga dan kelima kaki kirinya. Namun, setelah menjalani pemeriksaan lanjutan ternyata tulang metatarsal keempat di kaki kirinya juga ikut jadi korban.

Dengan cederanya tiga tulang metatarsal tersebut, kaki Lorenzo harus digips selama sepuluh hari. Setelah itu dia akan menjalani proses pemulihan guna mempersiapkan diri untuk tampil di Brno pada 17 Agustus mendatang.

“Saya cukup kesakitan dan marah, karena masalah baru ini menghambat kemajuan saya,” keluh Lorenzo seperti dikabarkan Autosport, Selasa (22/7/2008).

Gips memang hanya akan melekat di kaki kirinya saja. Tapi juga mengaku kalau kaki kanannya turut terkena imbas setelah insiden di Laguna Seca, sehingga untuk berjalan pun dia kesulitan.

“Kaki kiri saya digips tapi saya nyaris tak bisa berjalan karena kaki kanan juga kesakitan akibat efek kecelakaan itu, kendati untungnya tak ada cedera (lebih serius). Bagusnya saya punya waktu pulih untuk tampil di Brno, pun meski itu artinya saya jadi tak punya waktu liburan,” demikian dia.

Usai MotoGP AS, terbentang jeda libur musim panas selama empat pekan sebelum seri selanjutnya, MotoGP Republik Ceko, digelar.

Rupiah falls below psychological level Rp9,150 per dollar

Jakarta (ANTARA News) - The rupiah fell below the psychological level of Rp9,150 per dollar on Tuesday morning as investors sold the local unit over worries about a global economic slowdown and soaring global crude prices, a foreign exchange analyst said.

“The sluggish global economy and soaring global crude prices have caused the rupiah to weaken further,” Rully Nova of PT Bank Himpunan Sudara Tbk said on Tuesday.

The rupiah traded at Rp9,160/9,170 per dollar on Tuesday morning against Rp9,148/9,159 per dollar the day before, down by 12 points.

Despite a persistent drop over the past few days the rupiah`s current exchange rate against the US greenback was relatively stable now that the government expected the rupiah to trade at between Rp9,000 and Rp9,500 per dollar this year, he said.

The rupiah`s weakening would be temporary and the Indonesian currency still had a chance to strengthen owing to positive market sentiments particularly an inflow of foreign capital after the government had issued global bonds, he said.

The stable conditions and higher rupiah interest rate would continue to attract an inflow of foreign capital, he said.

The government must be able to approach foreign investors to make long-term investment which would in the end reduce the country`s unemployment rate and improve the people`s purchasing power, he said.

In addition, the government must also be able to benefit from high economic growth in such Asian countries as China and India particularly after Bank Indonesia (the central bank/BI) had predicted the Indonesian economy would slow down in the third quarter of 2008, he said.

The Indonesian economy in the third quarter of 2008 was expected to grow in a range of 6.1-6.5 percent compared with 6.51 percent in the previous quarter, he said.(*)

Kalimantan Agrees To Rent Generator

TEMPO Interactive, Banjarmasin:We agreed to allocate fund to rent generator in order to anticipate the rotating blackouts outage during the maintenance of the Asam-Asam II Steam-Powered Electricity Generating Plant (PLTU), said Rudy, today (22/7) following a coordination meeting with regents and mayors to discuss the electricity crisis in Banjarmasin.

According to the Governor, they are still discussing the plan with the Home Affairs Minister.

They will find out after the discussion whether or not the funds to rent the generator are available.

Wahidin Sitompul, General-manager of PT PLN in South and Central Kalimantan, said that the state electricity company would be carrying out maintenance at the Asam-Asam II Power Plant in October 2008.

Therefore, there will be rotating blackouts in South and Central Kalimantan.

This can be prevented if the regional government participates in renting a generator.

He went on to say that although the South Kalimantan government would only be using the 40-MW machine for one month, they have allocated Rp72 billion for the rental fee.

Renting a generator is only a short-term solution to resolve the problem, while for longterm solution there are plans to build a number of power plants in South and Central Kalimantan.

PT PLN itself has allocated Rp950 billion to handle the one-month rotating power blackouts.

Government to Liquidate ASEAN Aceh Fertilizer

TEMPO Interactive, Jakarta:The process was once delayed due to rejection from the House of Representatives (DPR).

The Supreme Court has issued a ruling to continue, justifying the decision to liquidate AAF, said State SOE Minister, Sofyan Djalil, yesterday (21/7).

The minister went on to say that the government brought this matter to the Supreme Court based on the recommendation of parliament members.

During a DPR meeting, it was settled that the government must first consult either the Constitutional Court or the Supreme Court.

We brought the case to the Supreme Court because the Constitutional Court said that was not authorized to process this matter, said Sofyan.

With the ruling from the Supreme Court, the government is now continuing the sale tender of this Aceh fertilizer company.

In the previous auction, two national companies, including Medco, submitted proposals.
SOE State Ministry secretary, Said Didu, said he considered that the liquidation process was running according to regulations.

All of the processes are based on existing regulations, he said.

The liquidation is a solution to resolve the companys debts following a series of shareholder meetings.

The shareholders of ASEAN Aceh Fertilizer are PT Pupuk Sriwijaya, Petronas Malaysia, and the governments of Thailand, Singapore, and the Philippines.
