Governments Differ over Bakrie Mine

Posted: 29 Jul 2008 09:10 AM CDT

TEMPO Interactive, Jakarta:West Kutai executive, Isran Noor, issued a letter terminating the two
companies mining operations. Both companies allegedly violated the law by
operating inside PT Porodisa Trading and Industrials area. The East
Kalimantan Police is currently investigating the case.
Director-General for Forestry Protection, Darori, said he will support the
regents decision if evidence of any violation is found. We will back him
up but we will be impartial, he said yesterday. He also promised to
follow-up on the case once he receives the reports from the East Kutai
provincial government.

But Forestry Minister, M.S. Kaban disagrees, saying there was no
violation. The regent is talking nonsense, he said yesterday. He claimed
the decision was made without coordinating with his people. He was also
puzzled as to why the matter became an issue.

When confronted by the fact that the regents decision was based on an
audit conducted by the Forestry Inspectorate General, the Forestry and
Mining Offices of the East Kalimantan government, Kaban only said, Give
me data, dont just assume.

Mineral, Coal, and Geothermal director-general, Bambang Setiawan, said the
East Kutai regency administration had no authority to terminate a
companys operations. That is the central governments prerogative, he
said.

Kaltim Primas manager, Harry Miarsono, also disagreed with the
termination because it upset coal supplies to the Tanjung Jati B power
plant.
According to him, in 1990 the Forestry Minister gave Kaltim Prima the
license to use the 13.000-hectare land. In 2002, the company submitted a
proposal to expand the land use up to 8.000 hectares. We have the
required license from the Forestry Minister, he said.

Merpati Cuts Employees Salaries

Posted: 29 Jul 2008 09:10 AM CDT

TEMPO Interactive, Jakarta:He further said that the 5 percent cut applied to employees earning less
than Rp 5 million a month, while those earning more than that would undergo a 20 percent cut. Managers and pilots salaries would be cut 30
percent.

This policy is the last option, said Wayan when contacted by Tempo by telephone. He said restructuring the management or economizing
other areas would have been a better alternative to reducing efficiency.
Cutting employees salary was not previously discussed, he added.

Merpati executive secretary, Purwatmo, claimed not be officially aware of
this policy officially I have not read the decision yet, he said. But,
according to him, this system has long existed and is applied whenever the
companys income was declining. Normally we pay the whole salary in one
month and in two installments the next month. But their salary remains the
same, he explained.

Purwatmo further said they are still studying the companys restructuring
and personnel issues to improve the company. Essentially, we will not
fire employees, he stated.

On a separate occasion, the Merpati Employees Union chairman, Aries
Munandar, said that in the restructuring process, the management can
decide on any policy. What is important is that we discuss it together
first, he said.
Aries also said that the management can impose changes affecting the 2.590
employees as long as the decision is in accordance with their contracts.

On Water Tax Issue, West Java Opts For Negotiation

Posted: 29 Jul 2008 09:10 AM CDT

TEMPO Interactive, Purwakarta:All parties have agreed to re-negotiate the contract with PAM Jaya. We
will meet with PAM Jaya, the Finance Department, PJT II and athe
Purwakarta regency government, saud Dede Yusuf in Jatiluhur, Purwakarta,
yesterday.

Dede did not confirm as to when the re-negotiation will be held, but he
assured that the Jatiluhur Dam case will be his priority.

Dede further said if the re-negotiation ends in a deadlock, he will not
take the case to court. I have no plans of bringing PAM Jaya to court,
he said.

The case began in 2002 when PAM Jaya failed to pay the Jatiluhur Dam
surface tax to the West Java government. The amount of taxes owed, at Rp
10 per cubic meter, totaled Rp 25 billion.

According to regulations, 30 percent of what is owed by PAM Jaya will go
to the West Java government, while the 70 percent will go to the
Purwakarta Regency administration, which owns dam area.

PAM Jaya director, Heryadi, claims his company has no unpaid dues. He also
said that PAM Jaya has never used any surface water from any river in West
Java, except the water in Jatiluhur Dam which flows through the West
Tarum. Heryadi assured that he had paid fees to Jasa Tirta II, which is
the dams administrator.

Jasa Tirta II CEO, Djendam Gurusinga, admitted to receiving payment for
still water of Rp 130 per cubic meter from PAM Jaya. However, Djendam said
it was for administration fees, as regulated in the Water Resources Laws.
He claimed he never received water tax payments as part of the
administration fees.

Purwakarta Regent, Dedi Mulyadi, said if the provincial government fails
to collect the debt owed by PAM Jaya, he will still ask for the Rp 17
billion which the West Java government owes to the Purwakarta
administration. That is compensation for the people, he said. The fund
was to be used to build a 38-kilometer road in Sukasari subdistrict,
located across from Jatiluhur Dam. NANANG SUTISNA

Yudhoyono Unlikely to Run with Kalla

Posted: 29 Jul 2008 09:10 AM CDT

TEMPO Interactive, Jakarta:The Democrats must find another coalition partner, said politics
expert, Indra J. Piliang, yesterday. This giant party is nominating its
own candidate, so the Democrats must achieve significant votes on its
own, he added.

Indra said Yudhoyono was not in the list of presidential candidates in a
number of Golkar provincial branches. Jogya branch of Golkar, for
instance, is naming Kalla, the Sultan of Yogyakarta, Agung Laksono
(vice-chairman), Muladi, Akbar Tandjung (ormer chairman), and Surya Paloh
as their candidates. They say these names should be included in the Survey
of Golkar Executives. Meanwhile Balikpapan is supporting the Sultan,
Aburizal Bakrie, Akbar, and Kalla.

Indra thinks the names proposed by Golkar are only in the first phase.
Essentially, Yudhoyonos chances of being nominated by Golkar are very
slim, he said.

Golkar Vice Chairman, Agung Laksono, said party executives will discuss
the 2009 presidential candidates after the general elections. These names
will be proposed by the partys provincial and central executives by
voting.

Last Friday Jusuf Kalla confirmed that he and Yudhoyono will not nominate
themselves before the parties voting results are out.

Kalla met with Akbar Tandjung yesterday in Palembang, and asked him to
launch the XXVI Moslem Students Association Congress together. This was
the first time Kalla met Tandjung again after Kalla defeated him at the
Golkar Congress on December 2004.

Indonesian Oilfields Not Attractive to Investors

Posted: 29 Jul 2008 09:10 AM CDT

TEMPO Interactive, Jakarta:Oil and Gas director-general, Evita Legowo, said the investors lacked interest because of incomplete data and background information on the
oilfields and gas blocks. We will have an internal discussion to resolve
these oil blocks, she said yesterday.

However, Evita did not specify which fields were not attracting interest.
It is confidential. Some are not attracting interest, but
percentage-wise, it is the same as those that are doing well, she said.

Last January the government offered 21 oil and gas blocks: X Ray North
Block (West Java Northern Coast), Lombok I and II N.E Blocks (Nusa
Tenggara Northern Coast), West Semai Beach I, II, III, IV, and V Blocks
(West Papua), South East Tual Block (Western Arafura Coast), Cakalang,
Kerapu, Baronang, Cucut, and Dolphin Blocks (Natuna Coast), East Bawean I
and Bawean II Blocks (East Java Northern Coast), Gunting and Situbondo
Blocks (East Java Coast), Buton II Block (Buton Southern Coast), Rangkas
Block (Banten, West Java), and West Timor Block ( Timor Coast).

The government had previously changed the calculations on cost recovery
which would be borne by investors. The calculation will be based on
producing wells, while wells which failed to produce will not receive
compensation. The calculation was previously based on oil blocks.

Oil and Gas Administrator Head, R. Priyono, said the low interest on
oilfields was due to the weak marketing strategies of the government. It
is not because of the cost recovery, but it is the marketing strategies,
he said in Palembang, South Sumatera, yesterday.

Priyono was Oil and Gas Director in the Energy Natural Resources
Department when the oil blocks were tendered. He was promoted as Executive
Board chairman last April, replacing Kardaya Warnika, at during which he
promised an increase in oil production to 1 million barrel per day from
the previous 950.000.

According to him, the Energy Department is responsible for marketing
strategies, while his part is to handle technical matters. We need to
explain this to the investors, he said.

Jakarta
Masih menjomblo adalah pilihan Sarah Azhari. Ia pun tidak begitu saja terburu-buru punya pacar. Kriterianya, pria calon pacar Sarah haruslah sehat.

“Kriteria saya nggak neko-neko.

Kesepian tentu saja dirasakan Sarah.

Laudya Cynthia Bella Tolak Kursi Legislatif

Laudya Chintya Bella (rac/hot)

Jakarta
